Can your Chula Vista lot take an ADU?

Short answer

Almost certainly. State law lets a single-family lot in Chula Vista carry a converted ADU, a JADU and a new detached ADU, and the City approves them without a public hearing. Using our calculator's mid-range finishes, a 740 sq ft detached unit runs about $281k–$373k, a 400 sq ft garage conversion about $121k–$186k, and a JADU of 300 sq ft at roughly $70k–$135k. The things that move a South Bay budget most are size (impact fees begin at 750 sq ft), which side of I-805 you live on, your water agency, and whether an HOA or a Mello-Roos district sits on the title.

A licensed San Diego general contractor receives the requests sent from this site and runs the whole project: the feasibility check, the drawings, the Chula Vista building permit and the construction. You get a written, itemized range first, and design money is spent only after you agree to go ahead.

Your options

Four ways to add a unit in Chula Vista

Each type follows its own size cap under CVMC 19.58.022 and 19.58.023. The prices are calculator mid-points for a flat lot with short utility runs, including design, City permit, school fees and contingency.

The four kinds of ADU on a Chula Vista single-family lot Four lot plans side by side. A detached ADU is a separate building in the backyard. A garage conversion turns the existing garage into a unit. An attached ADU is an addition joined to the house with its own entrance. A JADU is carved out of space inside the existing house, up to 500 square feet. Main house ADU yard between Detached ADU New building in the yard Most privacy, most site work Main house Garage → ADU Garage conversion Existing walls, slab and roof Usually the lowest cost per unit Main house ADU own door Attached ADU Addition sharing a wall Separate entry and kitchen JADU ≤500 sf House JADU Inside the existing house Efficiency kitchen, owner on site Plan views, not to scale. A lot can often combine one ADU and one JADU under state law.

Two cities in one

West vs East Chula Vista: why the lot decides the unit

Interstate 805 splits Chula Vista into two kinds of neighborhoods, and the ADU that makes sense on one side often doesn't on the other.

West of I-805 is the older city: Northwest, Southwest, Castle Park and Hilltop. Most lots there are zoned R-1-7, with a 7,000 sq ft standard and some lots down to 6,000. You rarely deal with an HOA, there's no Mello-Roos on most parcels, and Sweetwater Authority generally supplies the water. The Blue Line stops at E Street, H Street and Palomar Street put a lot of these homes inside the half-mile transit radius, which removes the ADU parking requirement.

East of I-805 means the master-planned communities built from the late 1980s on: Eastlake, Otay Ranch, Rolling Hills Ranch, San Miguel Ranch and Millenia. Expect smaller back yards, an attached front garage, an HOA with design review, at least one community facilities district on the tax bill, and Otay Water District service. Impact fees on a 750 sq ft or larger unit are also higher out east, because the park fee and the Eastern traffic fee cost more there.

For HOA review and CFD taxes, read the Eastlake and Otay Ranch ADU guide. For the older lots, see the West Chula Vista ADU page.

West vs East Chula Vista: two typical lots and where an ADU fits Left: an older west Chula Vista R-1 lot of about 6,000 to 7,000 square feet, with the house near the street, a driveway along the side and a detached garage at the back that can be converted into a separate ADU, plus room in the yard. Right: a newer east Chula Vista tract lot, smaller and wider than deep, with a two-car garage attached at the front of the house, a small back yard and an HOA, where a JADU or attached conversion often fits better than a backyard unit. West of I-805 (older neighborhoods) Street House driveway Detached garage → ADU Room for a new detached ADU R-1-7 lots: 7,000 sq ft minimum, some down to 6,000 Usually no HOA · mostly Sweetwater Authority water East of I-805 (master-planned) Street House Attached garage JADU Smaller back yard Smaller tract lots · HOA design review Mello-Roos CFDs · Otay Water District

A rough rule, not a boundary

I-805 is a handy shorthand, but water service, CFDs and HOAs follow their own lines. Your water bill and your property tax bill tell you which apply to your parcel.

Local rules

What makes a Chula Vista ADU different

State ADU law applies here like everywhere in California. The City's own code (CVMC 19.58.022 for ADUs and 19.58.023 for JADUs, last amended by Ordinance 3548 in 2023) is still published, and where any part of it is stricter than state law, state law controls. These are the local details that shape real projects.

  • City Standard ADU Plans. The City offers 12 detached designs drawn with SnapADU, from 498 to 1,199 sq ft, one to three bedrooms, each with a flipped version. Choosing one means a $3,951 City permit instead of the $4,963 charged for a custom detached design.
  • The 750 sq ft fee cliff. Every JADU, and every ADU smaller than 750 sq ft, is exempt from the City's development impact and in-lieu fees. Once a unit reaches 750 sq ft, it owes part of the single-family rate, prorated by its size against the house. Three of the City Standard Plans (498, 748 and 749 sq ft) stay under the line.
  • No replacement parking. Turn the garage into an ADU and you don't owe the City new spaces for the ones you lost.
  • Transit parking waiver. Within a half-mile walk of public transit, no ADU parking is required, and the City's definition of transit includes bus stops. Rapid 225 stops at East Palomar, Heritage, Otay Ranch and Millenia stations reach well into the east side.
  • Two detached ADUs, starting 2027. Back in September 2024, council members rejected a second detached ADU on single-family lots by a 4-1 vote. AB 956, signed September 29, 2026, takes effect January 1, 2027 and makes cities approve two detached ADUs per single-family lot; a city may hold each one to 800 sq ft.
  • Two water agencies. Sweetwater Authority serves the west side and Otay Water District serves the east. Each sets its own meter and capacity fees, and neither publishes them online in a form we could confirm.
  • Bonita is County land. Bonita and other unincorporated pockets follow San Diego County's ADU rules and County permits, even with a Chula Vista mailing address. Part of Bonita-Sunnyside was annexed into the City, so check the parcel, not the envelope.

Code sections, setbacks and heights are laid out on the Chula Vista ADU rules and permits page.

Two quick lookups

The City's "Build for Chula Vista" tool screens a parcel for ADU options, and CVMapper shows its fire hazard zone. Both take an address and both are free.

2026 numbers

Chula Vista ADU cost snapshot

These figures come straight from the Chula Vista ADU cost calculator at mid-range finishes on a flat lot with a 1,600 sq ft house. They already include design, reports, the City permit, school fees over 500 sq ft and a 10% contingency. Units of 750 sq ft or more also carry impact fees on top.

UnitSizeMidPlanning range
Detached ADU500 sq ft$260k$224k–$296k

Attached ADU550 sq ft$213k$181k–$245k
JADU300 sq ft$100k$70k–$135k

Look at the jump from 740 to 760 sq ft: about $23k more on the west side and $33k more on the east, mostly impact fees for 20 extra square feet. The garage mid depends on the slab ($145k if it's sound, $153k with an allowance for leveling). Not included: Sweetwater or Otay meter and capacity fees, the SDCWA capacity charge on a new water meter ($6,683 in 2026), a separate SDG&E meter, a sloped lot, long trenches and any Mello-Roos change.

Rent and demand

What a Chula Vista ADU rents for, and who is building them

Citywide averages from Zumper (November 2026) and RentCafe (October 2026) put a studio near $1,800 to $2,000, a one-bedroom between about $1,950 and $2,250, and a two-bedroom around $2,800 to $2,900. HUD's FY2027 fair market rent for the San Diego-Chula Vista-Carlsbad metro is $2,335 for a one-bedroom and $2,823 for a two-bedroom. Rents in the east ZIPs (91913, 91914, 91915) run higher than in 91910.

In the calculator's mid case, a 740 sq ft one-bedroom backyard unit nets about $22,800 a year after vacancy, added property tax and upkeep, before any loan payment, which is a simple payback of roughly 14 years. A 400 sq ft garage studio nets about $19,600 and pays back in about seven to eight years, because the shell already exists.

Owners here are building. The City's 2023 Annual Progress Report shows 148 building permits for ADUs and 80 finished units that year. For 2024 permits, Chula Vista placed third countywide in a UC San Diego Center for Housing Policy and Design tally, trailing only the City of San Diego and the unincorporated County.

Any rental plan has two limits: no lease shorter than 30 days, and no short-term rental permit for a unit whose permit application dates from 2020 or later. The Chula Vista ADU FAQ covers both.

Rent bands the calculator uses

  • Studio: $1,700–$2,150
  • One bedroom: $1,950–$2,500
  • Two bedrooms: $2,650–$3,300

Design-build in brief

The City publishes no plan check turnaround times, so the best way to save calendar time is a complete first submittal. The full sequence is on the design-build ADU process page.

  1. Feasibility

City or County parcel, water agency, HOA, CFD, transit distance and the route for sewer and power.

  2. Design

Your own layout, or a City Standard ADU Plan plus the energy report, truss calcs and a site plan drawn for your lot.

  3. HOA review

If there's an association, plans go through its written architectural review before or alongside the City.

  4. City permit

Plans emailed to Development Services, fees paid in Accela Citizen Access, then a 60-day decision clock once complete.

  5. Build and final

Construction with City inspections, utility hookups and a final sign-off so the unit can be lived in or rented.

Chula Vista ADU builder questions

Who actually builds the ADU if I send the form?

A licensed San Diego general contractor handles design coordination, the Chula Vista permit and construction. Ask for the license number and check it on the Contractors State License Board website before you sign, the same as you would with any builder. The process page lists what else to ask.

How do I pick the best ADU builder in Chula Vista?

Ask every bidder the same local questions: have they worked with the City Standard ADU Plans, how do they handle Sweetwater or Otay meter fees, what does their price assume about your sewer line, and is the bid itemized. A builder who can't answer those for your street is guessing. Compare written bids line by line, not by the total.

What's the least expensive way to add a rental unit here?

Usually a JADU first and a garage conversion second. Both reuse an existing structure, skip impact fees and avoid most site work. If you want a backyard unit, keeping it under 750 sq ft and starting from a City Standard Plan trims both fees and design cost. See the garage conversion page for the numbers.

Can I build two detached ADUs on my lot?

Not under the City's current approach for single-family lots. That changes on January 1, 2027, when AB 956 takes effect and a second detached unit becomes allowed by right, though the City may hold each one to 800 sq ft. If you're designing now, ask for a site plan that leaves room for the second unit.

Do you work in Bonita and the nearby cities?

Yes. Bonita and the unincorporated areas go through San Diego County instead of the City, and National City, Imperial Beach, Coronado and Lemon Grove each run their own permit counters. Put your address in the form and you'll hear back plainly on whether the project fits.
