ADU Builder in National City, CA
National City fits 56,000 people on about seven square miles of land, much of it zoned for 5,000 sq ft lots. Its ADU code answers with a 25 ft height allowance on small lots, no parking for any ADU, and a 15 ft front setback with a required tree.
Footing pourShort answer
National City allows one ADU and one JADU on a lot with a house, under Sections 18.30.380 and 18.30.390 of its Land Use Code (Ordinance 2024-2529, April 2, 2024). A detached ADU can be 1,200 sq ft, as tall as the house or 16 ft, whichever is greater, and 25 ft over a garage or on a lot under 5,000 sq ft. Setbacks are 15 ft in front and 4 ft at the sides and rear. No parking is required. Units under 750 sq ft owe no City impact fees. There are no City pre-approved plans, and the ADU loan program still reads "Coming Soon." A licensed San Diego general contractor handles National City requests sent through this site.

Size, height and setbacks
| Rule | Detached ADU | Attached ADU | JADU |
|---|---|---|---|
| Size | 150 to 1,200 sq ft; no cap inside an existing structure | Up to 50% of the house or 1,200 sq ft (see note) | 150 to 500 sq ft, inside the house |
| Height | House height or 16 ft, whichever is greater; 25 ft above a garage or on a lot under 5,000 sq ft | Inside the house | |
| Front setback | 15 ft minimum | Existing walls | |
| Side and rear | 4 ft; none for an existing permitted structure rebuilt in place | Existing walls | |
| Parking | None, and none to replace for a garage conversion | None to replace in an attached garage | |
The code text says an attached ADU may reach 50% of the house or 1,200 sq ft "whichever is greater," while the Handbook's FAQ says "whichever is less." Ask Planning which reading it applies before you size an addition.
Watch the 25 ft rule. With 5,000 sq ft minimum lots in RS-2 and RS-3, many parcels can take a two-story unit or one over a garage, where Chula Vista holds most detached units to 16 ft. State law also gives 18 ft within half a mile of a major transit stop, and the Blue Line stops at 8th Street and 24th Street.
Design follows the single-family infill standards in Section 18.42.070.C, and the Handbook wants materials and colors to match the house. The front setback gets one 24 in. box tree unless a tree at least 15 ft tall and wide already stands there.
Occupancy, rentals and sale
- Owner occupancy. Not required for an ADU. Section 18.30.390 still says the owner must live in the house with a JADU. State law since January 2026 (AB 1154) requires that only when the JADU shares a bathroom, so confirm how the City applies it.
- Rentals. Neither the ADU nor the house may be rented for under 31 days.
- Sale. An ADU or JADU cannot be sold apart from the house. We found no AB 1033 condo program in National City.
- Number of units. The City code allows one ADU and one JADU on a lot with a house. State law already lets single-family lots combine certain unit types, and AB 956 requires cities to approve two detached ADUs per single-family lot from January 1, 2027. Lots with an existing apartment building can add two detached ADUs (1,200 sq ft and 16 ft each) plus units in storage rooms or garages.
Fees, line by line
- Building permit. No ADU total is posted. Plan check is due at submittal, permit and impact fees before issuance. One builder cites $10 to $12 per sq ft, well above Chula Vista's flat $3,951 to $4,963, so ask the Building Division.
- Impact fees. ADUs under 750 sq ft are exempt. In January 2026 the Council approved the first broad update since 2005, effective April 20, raising the average single-family charge to about $15,700 from $4,100. A larger ADU pays a share sized to the house: about $9,800 for 1,000 sq ft beside a 1,600 sq ft house, versus about $22,900 west of I-805 in Chula Vista.
- School fees. National School District charges $1.80 per sq ft on new space of 500 sq ft or more, and nothing at 499 sq ft or less. Sweetwater Union adds $3.01 per sq ft above 500 sq ft. At 740 sq ft that is about $3,560.
- Water. Sweetwater Authority runs its own ADU application alongside the City's, about six weeks per the Handbook. A separate meter triggers the regional Water Authority's $6,683 charge (falling to $5,617 next year) and a Sweetwater fee we could not confirm.
- Sewer. Most lots connect to City sewer. The City reviews the existing lateral and charges a capacity fee; the amount is not posted.

Permit steps
Confirm the lot
Check zoning in Table 18.20.020 and rule out Lincoln Acres. Planning takes pre-application questions.
Design to the code
Hose reach from the curb to the farthest point of the ADU is capped at 150 ft, which can rule out a deep rear unit. New detached units need solar, and sprinklers only if the house has them.
Submit
Email the packet, with the credit card form, to building@nationalcityca.gov, or drop it at the Building Division counter at City Hall, Monday to Thursday, 7 a.m. to 4:30 p.m. Planning, engineering and fire review it; designers and contractors need a National City business license.
Comments and permit
Expect a few comment rounds; the state's 60-day clock runs once the application is complete. Then pay the remaining fees.

Older lots and housing stock
National City incorporated in 1887, on land the Kimball brothers bought from Rancho de la Nación in 1868. Old Town, bounded by 8th Street, 24th Street, McKinley Avenue and National City Boulevard, still has Victorian houses from the late 1800s. Outside Old Town, the RS-2 and RS-3 zones set 5,000 sq ft minimum lots, and RS-3 allows a 10 ft rear setback for the main house, so rear yards can be shallow.
On an old lot, plan for a few common finds: an undersized electric panel, a clay or cast-iron sewer lateral the City will want to look at, and a detached garage that may not have a permit on file. A detached garage often converts with no new setbacks, since the code waives them for an existing permitted structure rebuilt in place. Pre-2020 unpermitted units may qualify for state amnesty; the West Chula Vista ADU page covers similar older lots just south.
What it costs
Build prices match the South Bay ranges in our Chula Vista calculator. Mid finish, level lot: 500 sq ft detached near $260,000 ($224,000 to $296,000); 740 sq ft near $327,000; a 400 sq ft garage conversion $145,000 to $153,000; an attached 550 sq ft unit near $213,000; a 300 sq ft JADU near $100,000. Units over a garage run higher.
Then fix the fee lines: add the permit difference once the City prices your plans, use $4.81 per sq ft for schools, and know the calculator's impact line overstates National City's fees at 750 sq ft and up.
Rental math in National City
| Source | Studio | 1 bedroom | 2 bedrooms |
|---|---|---|---|
| Zumper, National City (Oct 28, 2026) | $1,850 | $1,895 | $2,495 |
| RentCafe, National City (Oct 31, 2026) | $1,573 | $1,787 | $2,385 |
| HUD Fair Market Rent FY2027, San Diego metro | n/a | $2,335 | $2,823 |
Asking-rent averages, mostly apartments. RentCafe's averages cover units of about 361 sq ft (studio) to 909 sq ft (2 bedrooms).
Rents here trail Chula Vista's, which favors conversions. A 400 sq ft garage studio at about $150,000 renting for $1,850 grosses $22,200; after 5% vacancy, 6% upkeep and about $660 of new property tax, roughly $19,100 remains, an eight-year payback. A 740 sq ft detached one-bedroom at $327,000 and $1,895 a month nets about $19,000, nearer 17 years.

National City ADU questions
Does National City have pre-approved ADU plans?
None that the City lists; its ADU page offers the code, the March 2024 Handbook and applications. Chula Vista's 12 Standard Plans are for Chula Vista lots.
Is the National City ADU loan program open?
No. As of November 7, 2026 the City's ADU page still lists the ADU Loan Program as "Coming Soon!" with no terms or launch date. Chula Vista's loan program is open only to Chula Vista properties.
Can I build a two-story ADU in National City?
Often, yes. A unit over a garage, or any ADU on a lot under 5,000 sq ft, can reach 25 ft. Elsewhere the limit is the house height or 16 ft, whichever is greater, so a two-story house also opens the door.
Do I need parking for my ADU?
No. The code requires no parking for an ADU, and none to replace when a garage or covered space becomes the unit.
Can I list my ADU on Airbnb?
No. Neither the ADU nor the main house may be rented for less than 31 days.
