ADU Builder in Lemon Grove, CA
Lemon Grove is a small East County city with the trolley running through its downtown and its own ADU code in Municipal Code section 17.24.060. A licensed San Diego general contractor handles the Lemon Grove requests we receive. This guide covers the City's rules, its pre-approved plan, local fees, and the changes the state has asked for.
Concrete being leveledShort answer
Yes. Lemon Grove allows a detached or attached ADU of up to 1,200 sq ft (and no bigger than the house) plus a JADU of up to 500 sq ft, with 4 ft side and rear setbacks and no parking within a half mile of a bus stop or trolley station. The City posts one pre-approved plan, a 797 sq ft two-bedroom by YWR Architects, with streamlined 30-day approval if you build it unchanged. In December 2025 the state housing department (HCD) found 16 problems with section 17.24.060, including its one-ADU-per-lot limit, 16 ft height cap and replacement parking for garage conversions. We found no adopted fix as of November 7, 2026, so state ADU law applies wherever the City text is stricter. A new water meter from Helix Water District runs $15,776 in capacity charges in 2026, before installation.

The City's development standards
The City's handout summarizes 17.24.060 and says the Municipal Code controls if the two differ. ADUs are allowed in the RL, RLM, RM, RMH, RP and CG zones.
| Rule | New detached unit | Attached unit | Conversion or JADU |
|---|---|---|---|
| Floor area | Minimum 150, maximum 1,200 sq ft, never more than the house | Same | Conversion: existing space; JADU: 500 sq ft |
| Height | 16 ft base; near major transit 18 ft, and 2 ft more for matching roof pitch | 25 ft | Existing height |
| Side and rear setbacks | 4 ft | 4 ft | Existing |
| Front setback | 25 ft | 25 ft | Existing |
| Separation | 10 ft from other buildings | Shares a wall with the house | Not applicable |
| Owner occupancy | Not required | Not required | Required for a JADU, recorded before the permit |
From the City of Lemon Grove ADU Development Standards handout (undated). Where development standards would block it, an ADU of up to 800 sq ft, 16 ft tall, with 4 ft side and rear yards is still allowed.
No FAR, story, minimum lot area or lot coverage test applies. Units over 800 sq ft must keep the zone's open space and 15% landscaping. The handout's rule that the ADU match the house's style and colors is one HCD called subjective.
Ordinance 467 (April 1, 2025) also exempts ADU projects from street dedication and frontage improvements.

What HCD found in December 2025
HCD's December 10, 2025 letter listed 16 findings and asked for a written response by January 9, 2026. The ones a homeowner will feel:
- Unit count: the code allows one ADU and one JADU. HCD's reading of state law: one conversion ADU, one new detached ADU and one JADU can share a single-family lot.
- Height: the code caps detached ADUs at 16 ft. HCD says the 18 and 20 ft allowances near transit must be written in.
- Garage conversions: the handout requires replacement parking. HCD told the City to remove that rule.
- Setbacks: no setback for converted space and no more than 4 ft side and rear for other ADUs, and front setbacks cannot block an 800 sq ft unit.
- Design: words like "complimentary" style and materials that "exceed" the house's quality must go.
- Approval timing: the code needs the state's 60-day approve-or-deny procedure.
The City adopted Ordinance 470 on December 2, 2025, effective January 3, 2026, but it amends other zoning chapters, not the ADU section. We could not confirm the content of the City's response to HCD or any later ADU amendment, so treat state law as the floor and ask Planning which version staff are applying.
The pre-approved plan and 30-day review
Lemon Grove set up its AB 1332 program and lists "streamlined 30-day approval for preapproved plans." The plan it posts is a single one-story design by YWR Architects: 797 sq ft of floor area with a 112 sq ft porch, two bedrooms of 151 sq ft each, one bathroom, and a choice of stucco or wood siding. The sheets reference the 2025 California codes and carry revisions through December 2, 2025.
Three things to know before you pick it:
- No changes. The City says no edits are allowed, not even moving a window or attaching the unit to another structure.
- Site work still gets reviewed. Departments can still comment on your site plan, for example on slope.
- Size has fee effects. At 797 sq ft the unit is over 750, so impact fees apply in proportion to the house, and school fees apply because it is over 500. A smaller custom design can avoid both.
The City does not post a price or license terms for using the YWR set. Ask before you budget it as free.
Trolley, bus stops and parking
The Orange Line stops at Lemon Grove Depot downtown and at Massachusetts Avenue. The City's handout waives ADU parking within a half mile of a bus stop or transit station and asks for a proximity map on the title sheet showing the distance to the nearest one. Within a half-mile walk of a major transit stop, the height limit for a detached unit also rises to 18 ft, plus 2 ft to match the roof pitch.
The handout still asks for replacement parking when a garage is converted. State law forbids that, and HCD's Finding 13 told the City to drop it; raise it at intake if needed.
Lots and layouts
The handout sets no lot coverage or minimum lot size for ADUs, so a deeper back yard is often the easiest place for a detached unit. The 25 ft front setback and 10 ft building separation are the lines to check first. Owners who would rather stay inside the existing walls can look at a garage conversion or a JADU or attached unit; both guides describe the work, but their permit rules are Chula Vista's. Inewsource's review of state fire maps found no Lemon Grove land in a Very High Fire Hazard Severity Zone.
Have an unpermitted unit built before 2020? Under AB 2533 the City can refuse to legalize it only over a substandard condition, and it cannot penalize the old violation. Its Substandard Housing Checklist shows what inspectors look for.
What a Lemon Grove ADU costs
Our cost calculator runs on Chula Vista settings, and Lemon Grove construction lands in similar ranges. At mid finish on an easy site, plan on roughly $100,000 for a 300 sq ft JADU, $145,000 to $153,000 to convert a 400 sq ft garage, $213,000 for a 550 sq ft attached unit, $260,000 for a 500 sq ft detached unit ($224,000 to $296,000) and $327,000 at 740 sq ft. The 797 sq ft plan comes out near $360,000 at Chula Vista's west-side fee rates; Lemon Grove's own impact fees replace those.
Lemon Grove fee lines that differ from the calculator:
- Water meter: Helix Water District's 2026 capacity fees for a 3/4 inch meter are $9,093 plus the County Water Authority's $6,683, or $15,776, valid through December 31, 2026, and they do not include installing the meter and lateral. Many ADUs stay on the house's meter; ask Helix whether yours can.
- Sewer: the Lemon Grove Sanitation District sets the sewer charges; its FY2025-26 service charges rose 3%. We did not confirm the connection fee for an ADU, so ask the City.
- School fees: over 500 sq ft only. Grossmont Union High posts $1.20 per sq ft, Lemon Grove School District collects the elementary share, and the total cannot exceed the state Level 1 cap of $5.38 per sq ft. We did not confirm Lemon Grove School District's current rate.
- City permit fees: Chula Vista's flat ADU fees do not apply. Lemon Grove sets its own building fees; get an estimate from the Building Division once plans are drawn.
Rents in Lemon Grove
Zumper's Lemon Grove averages, updated November 7, 2026: studio $1,897, one-bedroom $1,800, two-bedroom $2,300. HUD's FY2027 metro figures run higher, at $2,335 and $2,823 for one and two bedrooms. A new detached unit with its own entry should rent at or above the city average, so a planning range of about $1,800 to $2,200 for a one-bedroom and $2,300 to $2,800 for a two-bedroom is reasonable.
Built from the 797 sq ft plan and rented at $2,550, a two-bedroom grosses $30,600, leaving near $25,900 once vacancy, upkeep and about $1,300 of tax come out. On roughly $360,000 all-in, that is about 7% a year.

Lemon Grove ADU questions
How many ADUs can I build in Lemon Grove?
The City code says one ADU and one JADU on a single-family lot. HCD's December 2025 letter says all three types (conversion, new detached, JADU) can go on one lot, and the code must catch up. Ask Planning which reading it is applying when you apply.
Is the pre-approved plan really approved in 30 days?
The City lists a streamlined 30-day approval for pre-approved plans built without changes. Your site plan can still draw comments, and any change to the plan itself takes it out of the program.
Do I need to replace parking if I convert my garage?
The City's handout says yes, but state law says a city cannot require replacement parking when a garage becomes an ADU, and HCD told Lemon Grove to remove the rule.
Can I Airbnb my Lemon Grove ADU?
Not as a vacation rental. Lemon Grove prohibits vacation rentals in every zone. Hosted home-sharing is allowed with a permit, but the host has to live on site in the unit being shared, at least 275 days a year.
