ADUs in West Chula Vista (Northwest, Southwest & Castle Park)

West of I-805 is where Chula Vista started: older houses on R-1 lots, few HOAs and generally no Mello-Roos. Add three Blue Line stations and the lowest impact fee rates in the city, and the west side is often the most direct part of Chula Vista to add a rental unit.

Short answer

Yes. Most single-family lots in Northwest, Southwest and Castle Park are zoned R-1, which in its common R-1-7 form means about 7,000 sq ft and 60 ft of frontage, enough for a detached unit set 4 ft off the side and rear lines. A homeowner association is usually absent, so the City is the only approval. A half-mile walk to the E Street, H Street or Palomar Street trolley (or, under the City's definition, to a bus stop) removes the ADU parking requirement and lets a detached unit reach 18 ft. Once a unit hits 750 sq ft, park and traffic fees are charged at the west-side rate, roughly $21,000 below the east-side base. Water is generally Sweetwater Authority.

Where the west side starts and stops

Chula Vista became a city in 1911, and its first streets fill the area bounded by Hilltop Drive on the east and L Street on the south. Beyond those lines, Castle Park and Otay came into the city by annexation in 1985, and Montgomery followed in January 1986. On the City Council map, Northwest, Central, Hilltop and the Bayfront sit in District 2, and Southwest, Castle Park, Harborside and Otay in District 4.

Those neighborhoods share 91910 and 91911 with some newer areas just east of the freeway, so a ZIP alone does not settle the fee rates. The Chula Vista neighborhoods hub has the full ZIP table.

R-1 lots: what fits behind the house

CVMC 19.24.070 sets the R-1 lot minimums. R-1-5 lots are 5,000 sq ft with 50 ft of width, and R-1-7 lots are 7,000 sq ft with 60 ft. An R-1-7 subdivision may shrink a fifth of its lots to 6,000 sq ft and a tenth to 5,000 sq ft, provided the average stays at 7,000. Typical parcel sizes by neighborhood were not published, so treat 6,000 to 7,000 sq ft as the zoning pattern rather than your lot.

R-1 caps lot coverage at 40%, which on a 7,000 sq ft parcel is 2,800 sq ft of building footprint. The City's ADU code says an 800 sq ft unit is allowed even when coverage, floor area or open space limits would otherwise block it. Past that, keep a detached unit 4 ft inside the side and rear property lines and 6 ft clear of the home. The detached ADU guide covers the 1,200 sq ft maximum and roof heights.

Where a detached ADU can sit on a Chula Vista lot, and how tall it can be Left: a plan view of a single-family lot with the main house near the street and a detached ADU in the back corner, kept at least 4 feet from the side and rear lot lines. Right: a side view of the ADU against three height lines. 16 feet is the standard limit. 18 feet applies within a half-mile walk of a major transit stop such as a Blue Line trolley station, plus up to 2 feet more for a roof pitch that matches the main house, for 20 feet in total. The detached garage at the back

Many older west-side homes have a single or double garage at the rear of the lot. We have not found a survey that counts them, so check your own site plan, but where one exists it is usually the cheapest full unit you can add. A conversion inside the existing footprint needs no setback at all, may grow by up to 150 sq ft for entry and exit, and does not have to replace the lost parking under both CVMC 19.58.022 and state law.

The City's September 2024 fee bulletin lists a garage-to-ADU permit at $1,604 for the first 400 sq ft; confirm the fee line with Development Services when you apply. A 400 sq ft conversion runs about $145,000 to $153,000 at mid-range finishes in this site's model, within a full range of roughly $121,000 to $186,000. Was it converted without a permit before 2020? Under Gov Code 66311.7 the City can only refuse to legalize it over health and safety defects. More in the Chula Vista garage conversion guide.

Trolley stations: parking and height

The Blue Line has three stops inside Chula Vista: Bayfront/E Street at 750 E Street, H Street at 745 H Street, and Palomar Street at 1265 Industrial Boulevard. Two rules key off a half-mile around them.

No parking space

An ADU within a half-mile walk of public transit needs no off-street space. Chula Vista's code counts any place where the public boards fixed-route, set-fare transit, bus stops included, so most west-side addresses are likely exempt. Check yours.

18 ft detached height

Within a half-mile of a major transit stop such as a trolley station, a detached ADU may go to 18 ft instead of 16 ft, plus 2 ft more to match the main house's roof pitch.

Citywide, an attached ADU may reach 25 ft or the zone height, whichever is lower, with a two-story limit.

West-side fees in numbers

Below 750 sq ft the City waives impact and in-lieu fees entirely; from 750 sq ft it charges a share sized to the main house. The west-side single-family base adds up to about $36,700 (Public Facilities $16,002, park fee $14,860, Western Transportation DIF $5,829), against about $57,700 east of the freeway. An 800 sq ft unit beside a 1,400 sq ft house would pay 57% of the west base, about $21,000, if staff use the single-family rate, which the bulletin does not say. A 749 sq ft unit beside the same house pays none of it.

School fees apply from 500 sq ft: $2.37 a square foot to Chula Vista Elementary and $3.01 to Sweetwater Union, about $4,030 on a 749 sq ft unit. The City's building permit is a flat $3,951 for a detached unit from the City Standard ADU Plans or $4,963 for a custom design. Most of the west side has no Mello-Roos. One newer district, CFD 17-I, finances deferred Western Chula Vista impact fees through a special tax tied to building permits; if your parcel is in it, ask how an ADU permit is counted.

Model mids for a new detached unit are about $260,000 at 500 sq ft, $327,000 at 740 sq ft and $350,000 at 760 sq ft, the jump coming from impact fees. SnapADU has published a 743 sq ft two-bedroom on Woodlawn Avenue in 91910 at a $284,000 build cost, without stating the year or what the figure covers. Run your own lot through the ADU cost calculator.

Sweetwater water and City sewer

Sweetwater Authority's application guide names western Chula Vista, National City and Bonita as its territory, and it requires an application when an ADU is added. Its capacity fee is charged per EDU, but the current amount could not be confirmed. A new meter under 1 inch also brings the County Water Authority's $6,683 capacity charge in 2026, or $5,617 from January 2027. On the sewer side, the City charges $4,793 per EDU for capacity; how many EDUs it assigns an ADU is not stated. Where the City builds a new 4 in. lateral, the base charge is $9,160.

Northwest, Southwest, Castle Park and Hilltop

Northwest and Central

The oldest housing in the city, closest to the E Street and H Street stations. Density worries west of I-805 drove the 2024 Council debate, which ended 4 to 1 in September 2024 against a second detached unit. AB 956 reverses the result on January 1, 2027, with up to 800 sq ft allowed for each of two. On a 7,000 sq ft lot, that can mean a garage conversion now and another backyard unit later. RentCafe averaged North Chula Vista rent at $1,975 and Central at $2,198 in October 2026.

Castle Park

Castle Park housing is mostly from 1940 to 1969, with some from the 1970s through the 1990s, and most homes are renter-occupied. Many owners are therefore landlords, which affects two rules. Owner occupancy for a JADU now applies only with a shared bathroom (AB 1154, January 2026), although the City code still lists the older rule. And any ADU or JADU permitted on or after January 1, 2020 cannot hold a short-term rental permit under CVMC 5.68.050. Average rent was about $2,103 in RentCafe's October 2026 data.

Hilltop, Otay, Harborside and Montgomery

Hilltop Drive marks the original town's eastern edge, and the Hilltop neighborhood sits in Council District 2, with RentCafe's average at $2,597. Otay Town ($2,316) and Harborside ($2,291) are in District 4. Montgomery, annexed in 1986, rounds out the southwest. All follow the same west-side fee rates.

Bayfront

The City's only coastal zone covers the Bayfront and the western waterfront, where an ADU may need a Coastal Development Permit under CVMC 19.58.022(C)(1). The Bayfront also has its own transportation fee of $14,090 per single-family unit. Most west-side houses fall outside it, but confirm the parcel if you are close to the bay.

West Chula Vista ADU questions

Will the City make me add parking for a unit near the H Street station?

No, as long as the walk to the station, or to any City-recognized bus stop, is a half-mile or less. A garage conversion skips replacement parking as well.

Can I build two backyard units on my west-side lot?

Not yet as two detached units; the Council kept the limit at one in 2024. Starting in 2027 state law makes room for a second, though the City may hold each to 800 sq ft. Today you can already pair a garage conversion with one new detached unit and a JADU under state law.

My 1950s garage is in rough shape. Convert it or tear it down?

If the walls and slab can be reused, converting keeps the existing setbacks and is cheaper. If the structure is failing, ask the City whether a rebuild can keep the old footprint, or plan a new detached unit 4 ft off the lines. A site visit and the permit history usually decide it.

Does Sweetwater Authority make me buy a separate meter?

Not automatically. Sweetwater requires an application when an ADU is added. Many units share the house meter; a separate or larger meter brings Sweetwater's own fees plus the County Water Authority capacity charge.

Is my Castle Park rental house eligible for a JADU?

A JADU is built inside the house and is capped at 500 sq ft. Under AB 1154 an owner must live on site only if the JADU and house share a bathroom. The City code has not caught up, so get the City's position in writing before you rent both.
