Chula Vista ADU neighborhoods, west and east of I-805

One building division reviews every ADU inside Chula Vista city limits, yet a 1950s house in Castle Park and a 2005 house in Otay Ranch end up with different fees, different water bills and, in the east, an HOA and a special tax in the mix. Most of that sorts out by one freeway.

Short answer

Every Chula Vista ZIP is served, along with Bonita and four nearby South Bay cities, and every project is built by a licensed San Diego general contractor. Four things shift by neighborhood: the side of I-805 (it sets park and traffic fees once a unit reaches 750 sq ft), the water agency (Sweetwater Authority or Otay Water District), Mello-Roos, and master HOA review. West Chula Vista, Rolling Hills Ranch with San Miguel Ranch, and Eastlake with Otay Ranch each have a guide; the rest is below.

Why I-805 is the line that matters

The original town sits west of Hilltop Drive and north of L Street. Castle Park and Otay joined the city by annexation in 1985 and Montgomery in January 1986. The same year, construction began on Eastlake, and Rancho del Rey followed in 1989 and Otay Ranch in 1999. That history put older, smaller-lot neighborhoods west of the freeway and master-planned villages east of it, and the City's fee schedule follows the same split.

An ADU under 750 sq ft pays no development impact or in-lieu fees anywhere in the city, and a JADU never does. At 750 sq ft and up, the City charges a share of the single-family rate in proportion to the main house's floor area. That base rate is where the freeway shows up:

Charge per single-family homeEast sideWest side
Parkland (PAD)$22,542$14,860
Traffic (Eastern or Western TDIF, low density)$19,164$5,829
Public facilities, identical on both sides$16,002$16,002
Base the ADU's share is taken from~$57,700~$36,700

Fee Bulletin 16-100, October 2025. The bulletin does not publish ADU dollar amounts, and whether staff use the single-family or multifamily rate as the base is not stated, so treat the totals as an upper bound. An 800 sq ft unit beside a 2,400 sq ft house would pay one-third of the total.

That gap is one reason the 748 and 749 sq ft City Standard ADU Plans deserve a look on the east side. The Chula Vista ADU cost calculator has an east/west switch that applies the right rate.

Two water agencies, two sets of meter charges

Sweetwater Authority, based on Garrett Avenue in Chula Vista, lists National City, Bonita and western Chula Vista as its territory in its own application guide. Otay Water District describes its area as eastern Chula Vista and Bonita, along with Jamul, Spring Valley, Rancho San Diego and eastern Otay Mesa. Neither agency's exact boundary inside the city was retrieved, so the honest rule is the one on your water bill.

  • Sweetwater's guide says an application is required when an ADU is added. Each agency sets its own capacity and meter fees, and neither amount could be confirmed for this page.
  • A brand-new or upsized meter also triggers the San Diego County Water Authority capacity charge: $6,683 for a meter under 1 inch in 2026, dropping to $5,617 on January 1, 2027.
  • Many eastern master-planned parcels also pay an Otay Water improvement-district tax, 10 cents per $100 of assessed value, which edges up with a finished ADU.

Mello-Roos and HOAs in the eastern half

West Chula Vista generally has no Mello-Roos tax. East of the freeway, most master-planned villages were financed with Community Facilities Districts, and many carry a second, maintenance CFD that pays for slopes, open space and storm water with no end date. The City's 2018 debt list and open space pages tie them to neighborhoods this way:

None of the older rate formulas mention ADUs. Because they read square footage from building permits each year, a permitted ADU may add to the bill. Get the district's answer before the design is final; we never assume the tax stays flat.

What an east-side HOA can and cannot do

Rolling Hills Ranch, San Miguel Ranch, the three Eastlake community associations and Otay Ranch One all review exterior changes. Civil Code 4751 voids CC&Rs that, in effect, keep an ADU or JADU off a single-family lot in a planned development. Matching materials, colors and roof lines can still be required, and Civil Code 4765 obliges a written decision with reasons. AB 956 extends the protection from January 1, 2027; condos stay outside it. No Chula Vista association we checked has published ADU guidelines. The Eastlake and Otay Ranch ADU guide walks through the application.

Three Chula Vista guides

Nearby South Bay communities

Across the city line, another agency's code applies. Each guide uses that jurisdiction's own rules.

Other Chula Vista neighborhoods we cover

These parts of the city do not have their own guide. Each one still has something specific that shapes the plan.

Rancho del Rey

  • Started 1989
  • About 1,600 acres, 3 SPAs
  • 91910

Rancho del Rey was one of the first big planned communities on the city's east side. Rick Engineering, which worked on it, describes about 4,000 homes on roughly 1,600 acres in three Sectional Planning Areas. Serving it took a 1.5-mile trunk sewer extension, which came with a required stabilization plan for Rice Canyon.

For an ADU: lots that back onto Rice Canyon or other slopes may need a soils report and deeper footings, which the cost calculator handles as a slope add-on. Most of Rancho del Rey sits on the east side of the freeway, so a unit of 750 sq ft or more is likely charged at the east-side rate; confirm the fee area with Development Services. RentCafe put average rent at $2,922 in October 2026. The detached ADU page covers height and setback rules.

Terra Nova

  • Mostly 1970s to 1990s
  • Council District 2
  • 91910

Terra Nova is mostly owner-occupied, with many three- to five-bedroom houses. NeighborhoodScout puts about 83.5% of its housing in the 1970 to 1999 window.

For an ADU: big houses change the fee math in your favor. The City prorates impact fees by the ADU's size against the main house, so an 800 sq ft unit next to a 2,800 sq ft home pays a smaller share than the same unit beside a 1,200 sq ft bungalow. A JADU carved out of an unused bedroom is the other natural fit; see the JADU and attached ADU guide. HOA coverage was not confirmed, so check your title report.

Sunbow

  • Sunbow and Sunbow II SPAs
  • CFD 2000-1
  • Council District 3

Sunbow was built under two SPA plans, Sunbow and Sunbow II. NeighborhoodScout classes most of its housing as 1970 to 1999 construction, while the City formed CFD 2000-1 to finance Sunbow II Villages 5 through 10, so the later villages are a good deal newer than the first.

For an ADU: Sunbow II parcels sit inside CFD 2000-1, so read your tax bill before choosing a size. Association names and design rules were not confirmed, so ask your management company for the architectural application early.

Eastlake

  • Construction from 1986
  • Greens, Shores, Trails, Vistas, Woods
  • 91913 to 91915

Eastlake was the first of the large eastern master plans. It has Eastlake I, II and III community associations, plus sub-associations such as The Masters at Eastlake Greens. Trails is about 93% post-2000 housing, and about a third of the homes in Vistas are attached. Woods, Vistas and Land Swap carry CFD 06-I and the per-square-foot maintenance CFD 07M.

For an ADU: plan for HOA review, east-side impact fees at 750 sq ft and a possible 07M increase. Townhome lots in Vistas may not count as single-family lots. The Eastlake and Otay Ranch guide has the details.

Otay Ranch, Millenia and Montecito

  • Building from 1999
  • Village SPAs
  • Rapid 225 stations

Otay Ranch is a set of numbered villages, each with its own SPA plan and zoning, including the Village of Montecito and Millenia, a 200-acre urban center financed partly through CFD 16-I. Otay Ranch One Community Association alone covers 2,867 units. Village Four's 2018 district regulations allow second units in SF-1 and RM-1 (not RM-2) and require one added after a home's first sale to match the house's architecture.

For an ADU: MTS Rapid 225 stops at Otay Ranch and Millenia stations, and the City counts bus stops as public transit, so many lots here need no ADU parking space. Ask Development Services whether a Rapid stop also allows the 18 ft detached height. Villages 1, 2, 5, 6 and 11 add a pedestrian bridge fee. More in the east-side guide.

Bella Lago

  • SPA PCM-02-12
  • Otay Lakes views
  • 91914

Bella Lago has its own SPA plan, filed as PCM-02-12, and some of the larger lots in the city. One listing shows a 4,992 sq ft home on 0.48 acre looking toward Otay Lakes.

For an ADU: lot area is rarely the limit; slope, the HOA and the fire map are. Whether Bella Lago is gated or in a Very High fire zone was not confirmed, so the address gets checked in CVMapper before design. See the Chula Vista ADU permit guide for the fire sprinkler rule.

Chula Vista neighborhood ADU questions

How do I know if my lot counts as east or west of I-805 for fees?

For most addresses the freeway itself answers it. Near the freeway, in Rancho del Rey or Terra Nova for example, confirm with Development Services; the two bases differ by about $21,000. None of it applies to an ADU under 750 sq ft.

Is my water from Sweetwater Authority or Otay Water District?

Look at the bill. Sweetwater covers western Chula Vista, National City and Bonita; Otay covers eastern Chula Vista and part of Bonita. The exact line is not published in a form we could verify, and it matters only if the ADU needs a new or larger meter.

Does a backyard unit change the special tax on an east-side parcel?

It can. Districts such as 07M, 12M and 13M read square footage off building permits, while 16M bills a flat $50 a year per ADU. The City's CFD administrator can tell you how your own district counts a new unit.

Can a Rolling Hills Ranch or Otay Ranch HOA reject my ADU?

It cannot use the CC&Rs to block one on a single-family lot or make it unreasonably costly. It can require design review and objective standards, and it must answer in writing within its own time limit. Rental rules are limited too: Civil Code 4741 bars associations from prohibiting ADU rentals, though they may ban stays of 30 days or less.

My address says Chula Vista. Could I be under County rules?

Yes, near Bonita and Sunnyside. Mailing addresses do not follow city limits. Check the tax-rate area on your property tax bill or pull a County Property Summary Report; if it says unincorporated, County PDS issues the permit. The Bonita page explains the County route.
